Richard G. Lugar Plaza, opened in 2018, is a modern civic plaza adjacent to the Indianapolis City-County Building that provides a flexible outdoor venue. The design introduced lawns, tree bosques, and water features. Organic-Lock Stabilized Aggregate was utilized in the plaza’s tree groves and around the central lawn, creating a smooth gravel plaza effect that allows water to infiltrate to roots and reduces runoff.
